Simple bike problem Handlebar rotates freely?

I just bought a fantastic bike, Its Blackwater and Huffy 15 speed.

I'm handy with things i've never seen or read about before, so I'd have no trouble innovating on a fix for this. I'd prefer not to buy anything as well, if possible.

The trouble here is that my handlebar rotates forwards and backwards almost uncontrollably. Its firm enough that I can ride it with no problem, but I keep having to push it forward so my fingers can more easily grasp the brakes. How can I secure its position in a manner that it won't move, or won't keep rubbing out the paint!

And one more optional thing here
I have trouble changing between main speeds(3 gears and 5 gears, 15 speeds) Changing the main gears(The 3) is hard, it doesn't have distinct numbers like the other gear changer, and because of this it seems to be hard to change between gears solidly. No worries on this question though...I can figure it out on the field if I must

There should be a bolt or bolts where the handlebar mounts to the stem. Probably has an allen head (six-sided indentation) these days and you'll need a metric allen wrench to tighten it. You can buy a set of allen wrenches or allen sockets for a socket set (if you have one) pretty cheap. Smaller hardware stores usually sell the different sizes separately for under a buck. If you could bring or ride the bike to one, they may let you find the proper size and just buy the wrench that fits.

As far as the shifting goes... new bikes usually require minor adjustments to the gears and brakes. It's not econmical for the factories to spend a lot of time fine-tuning and the bikes surely aren't test ridden or even fully assembled before leaving the factory. Fine-tuning should be done by whomever assembles the bike. Depending on where you buy the bike... the assembler may or may not have the skills and take the time to do it properly. After a month or two of cables stretching and "breaking-in", another tweak or two may be necessary. If you have gears you can't get into or are very difficult to get into... If your shifters have "clicks" to select the individual gears and noise seems excessive unless you hold the shifter between "clicks"... you can find some pretty good info about adjusting front and rear derailleurs online. If you're not much of a do-it-yourselfer... it probably wouldn't cost much to have a bike shop do some minor adjustments. I would ride it as-is for a couple months first and get the "break-in" period over with so you only have to take it in once.
